Windows 7 - Tor Browser 9.0.2 fails to start with api-ms-win-crt-convert-l1-1.dll error

After installing Tor Browser 9.0.2 on a Windows 7 system the program refuses to start. It displays an error about api-ms-win-crt-convert-l1-1.dll missing.

There is a suggestion on this Adobe page:
https://helpx.adobe.com/ca/download-install/kb/error_on_launch.html

It tells you to go here and install a file:
https://support.microsoft.com/en-us/help/2999226/update-for-universal-c-runtime-in-windows

But the links are broken.

The real solution is to be found on this page:

It tells you to find KB2999226 and install that instead, which can be found here:
https://www.microsoft.com/sv-se/download/details.aspx?id=49093

After installing it Tor Browser works again.
