Set APM on some disks - reduce load cycle count

Western Digital Elements 2TB 10B8 USB.

Does not respect hdparm -B /dev/sdX.

Works with smartctl -s apm,<value> /dev/sdX where <value> can be the same as for hdparm -B or off.
